The EU Critical Raw Materials Act, which entered into force in May 2024, set binding strategic reserve and audit benchmarks that commodity traders and power developers with European operations are now mapping into procurement contracts. Domestic exposure is not separate: DOE loan and grant conditions increasingly require applicants to certify mineral sourcing provenance before funding decisions.
