Pipeline safety and PHMSA compliance
Pipeline safety compliance is not a natural fit for Technology, AI and Competition sector legal teams, yet the U.S. Pipeline and Hazardous Materials Safety Administration has steadily expanded its oversight reach to include software platforms, AI-driven monitoring systems, and data infrastructure that interfaces with pipeline control networks. PHMSA's Control Room Management rule and its 2023 updates to 49 CFR Part 195 create direct obligations for technology vendors whose products touch SCADA systems, operator qualification records, or leak detection algorithms. General counsel at firms in this sector are now reviewing vendor agreements and product classification to determine whether their offerings trigger operator-side compliance duties.
